SYSA Rules for the Spring 2010 Eligibility and Registration At the time of registration, an applicant must live within the boundaries of the Sylvania Public School District. Applications from players outside of the Sylvania school district will be accepted on a space available basis and are subject to an additional $10 per child fee. The additional $10 per child for the out of district fee is paid to Sylvania Recreation and the SYSA program does not keep these funds. No carded travel soccer players will be allowed to play on recreational teams. A $40 per child fee is assessed to everyone, which includes a $5 "player participation fee" assessed by SAJRD. A late fee of $10 will be added to those applications postmarked after the season deadline. If there is financial hardship, please notify the registrar so that the appropriate measures can be taken. Every attempt will be made to assign teams according to elementary schools and neighborhoods. Special requests are honored when possible. Only the division leader may make changes with the team roster with the approval of the registrar. Pre-K children will be divided equally among teams with a coach provided. All games are played at Pacesetter Park. Coaches are not permitted to practice on the game fields unless they have obtained an approved permit from Sylvania Recreation. Coaches will be given a warning on their first infraction and receive a $50 fine for subsequent violations. Please adhere to this and all other park rules as per your Park Policies and Procedures insert. Please understand that while Sylvania Recreation supports the SYSA outdoor soccer program, they are not affiliated with SYSA. Every player must play at least 2 quarters of every game. Game times and dates must be kept and changes must be approved by the registrar. The Fall season has a specified reschedule weekend, should a prior game be cancelled due to weather. Coaches may call the division leader at the number provided with any questions. When field conditions permit, games are played in adverse weather. Please call the soccer line-841-7975 after 8:00am for weather information and game cancellations. Any player sent off (given a red card) during the game must retire to the team area. The player must give his name to the referee; the player will be suspended for the rest of the game. No substitute will be allowed to replace the player; the team will play with one less player. ANY adult, spectator or coach may be ejected for the field for verbal or physical abuse of a coach, official or player. The individual must leave the field area and retire to at least the parking lot. The SYSA board will review any problem. IF injury occurs, the referee shall stop the game and signal for a coach who must immediately go to the aid of the player. If a coach cannot get the referee's attention, he may go out onto the field without permission and assist his player in case of an emergency. Coaches please use good judgement; the child should always come first. Any player found to be bleeding or to have blood on their uniform during the match must leave the field of play and return only after the bleeding has stopped and both player and uniform are clean of any sign of blood. The consent of the referee must be given for the player to return. The spirit and intent of the SYSA soccer program (participation, good sportsmanship, fun and a positive learning experience) shall be adhered to at all times. SYSA SOCCER: OFFICIAL LAWS OF THE GAME Law 1 the field of play Fields and goals will be scaled appropriately to the age of the players and the number of players on the field. Teams shall take the same side of the field, opposite the spectator side. Spectators are not allowed in the team area. Coaches (no more than two per team) may roam their team's half of the touch line (midfield to goal line) to instruct players. Kindergarten coaches: 1 coach per team my be on the field to position and instruct players, but must do so quietly and unobtrusively. Coaches and parents: Please do not stand behind the goal and instruct the goalies. Encouragement from the sidelines is always appreciated. Law 2 the Ball Each team must provide a quality game ball. Divisions Pre-K-3 use size 3 balls, 4/5 use size 4 and 6/7/8 and up use standard size 5. Law 3 the number of players The number of players on the field during the game varies by division according to the number of children enrolled in that division. Small-sided games are encouraged in order to provide more time with the ball for each child. Check your game schedule to see how many players are on the field at one time. Law 4 Players equipment Green/white SYSA reversible jersey may be found at Dan Rodgers or Dave's Performance Footgear. No special team shirts allowed. SHIN GUARDS ARE MANDATORY.. They must be worn under their socks. Shoes may be either tennis/gym shoes or soccer shoes with round rubber cleats. Shoes with detachable cleats, studs or metal of any kind are prohibited. ALL jewelry must be removed prior to the start of the game. Inclement weather clothing is permitted under the player's uniform. NO HOODED SWEATSHIRTS PLEASE! The goalkeeper shall wear a jersey that differentiates them from the green/white jersey. The coach is responsible for providing this. Law 5 Referees Referees are responsible for keeping the official time of the game and enforcing the rules according to their own interpretation. Abuse of the refs will not be tolerated and may result in removal of either a parent, or coach. Law 6 Duration of the game All games, regardless of division are divided into four quarters as follows Divs. K, 1, 2 4 quarters of 10 minutes each Older Div. 4 quarters of 15 minutes each The official clock is kept by the referee and shall run continuously unless stopped to compensate for injury. Law 7 the start of play A flip of the coin decides which team will kick off. Each team must stay on its own half of the field and the defending players must be at least 10 yards from the ball until it is kicked. A goal cannot be scored directly from a kickoff and the ball must be kicked forward on the kickoff one ball rotation. SUBSTITUTIONS: Both teams may substitute between quarters, after a goal, before a goal kick is taken or as a result of an injury (one for one). Substituting players must go to the mid-line and await the ref's signal before coming onto the field. Only the team in possession of the ball may substitute before a throw in is taken. Law 8 Ball in and out of play The ball is out of play when it has COMPLETELY crossed the goal line or sideline whether on the ground or in the air. A player may be out of bounds and still play the ball as long as the ball has not completely crossed the line. Law 9 Method of scoring A goal is scored when the entire ball has passed over the goal line between the goal post and under the cross bar. A goal cannot be scored directly from a throw in or a kickoff. Law 10 Off-side A player is offside when he is behind the last defender without possession of the ball and the ball is passed to him. In K-2 offside will not be called unless the player is observed "parking" in front of the goal in an offside position. Law 11 Goal Kicks and Corner Kicks When the ball has completely crossed the goal line after being last touched by a player from the offensive team, it is put back into play by a kick from the goal area by the defending team. (The kick does not have to necessarily be made by the goalkeeper.). A goal kick must leave the goal area before it is considered in play and any player may take the goal kick. When the ball has completely crossed the goal line after being last touched by a member of the defending team, it is put back into play by a kick from the corner on the side the ball went out by the offensive team. You may score directly from a corner kick. Law 12 Free Kicks and Fouls A player who intentionally attempts to or actually kicks, trips, jumps at, charges violently from behind, strikes, holds on or pushes an opponent or unintentionally handles the ball is committing a foul for which the opposing team is awarded a free direct kick. Offside or minor fouls such as obstruction or dangerous player awarded indirect kicks. Free kicks are classified into 2 categories. "Direct" is a kick from which a goal can be scored directly against the opposing and "indirect" from which a goal cannot be scored unless a player other than the kicker has touched the ball before entering the goal. A penalty kick is awarded if the infraction happens in the penalty area (goalkeeper's box). All players except the player taking the kick and the goalkeeper must be outside the penalty area, at least 10 yards from the ball. Penalty kicks are not awarded in K-2. Instead, a direct kick is taken outside the box where the infraction occurred. The referee will direct the player as to the nature of the kick. Slide tackling is not permitted and will result in a foul. If no contact occurs, then an indirect kick is awarded. If contact occurs, a direct kick is awarded. Law 13 Throw-in When the ball has completely crossed the sideline it is put back into play b a throw in from the spot where it went out and by a player from the opposite team that last touched the ball. A goal cannot be scored directly from a throw in. The player taking the throw must have both feet on the ground and must throw the ball with both hands above the head. He may not cross over the line until the ball has left his hands. Th player taking the throw may not touch the ball again until the ball has touched another player. The opposing player may not attempt to obstruct the throw in as players are allowed to do in basketball. In K-2 a referee may award a player a "second chance" after explaining the correct procedure for a throw in. No second chance for 3rd grade and up-the other team gets possession with a throw in if a poor throw has been made.
